From urban to rural areas, mobile networks have become the predominant infrastructure in emerging markets and up to 772 million people are now covered by mobile networks but don’t access to electricity. Similar figures exist for water and sanitation. The GSMA’s Mobile for Development Utilities Programme explores how the mobile industry can support commercially viable energy, water and sanitation services in underserved communities.

Launched in January of 2013, the programme includes a £6M Innovation Grant Fund, run on competitive terms, to support innovation in mobile technology for energy and WASH services. The grants from the fund seek to address the following questions: What types of mobile technologies can support community services? For a solution to be adopted at scale what building blocks would be needed? What is the social and commercial impact of delivering community services to rural mobile subscribers?

The M4D Utilities team is currently seeking a Data Research Manager to support the programme’s on-going activities for a 8 month term. We are seeking highly motivated self-starters that believe in the catalytic role that technology can play in access to basic infrastructure in emerging markets. The Research Manager will report to the Head of M4D Utilities. The position is based in London, with up to 20% of travels.

The Research Manager will be involved with the following:

  • Analytical work: play a key role in supporting the M4D utilities team by identifying trends and providing analytical insights. This includes collaborating with the Insights Manager and the Market Engagement Manager team to develop and deliver an insight report (to be published by Q1 2018) related to mobile and utilities. Information will be collected through desk based, interviews and possibly field research.
  • Lead a research project with mobile operators and PAYG solar providers to quantify the impact of of PAYG solar on customers mobile money adoption and usage.
  • Knowledge sharing related to SDGs: The person will coordinate with the Knowledge Manager the ongoing mapping data mapping and internal work related to the impact and tracking of the Utilities programme impact on the Sustainable Development Goals.
  • Instant Payment Notification Hub: the IPN hub is a joint project with the Mobile Money team aiming to provide a single point of integration for service providers and mobile operators to facilitate mobile money integration. The hub is currently up and running in Rwanda and we’re planning the roadmap to take it forward.
  • Internal & External engagement: The person will participate to the interactions with several GSMA teams (ex. Connected Living, Connected Society) to improve knowledge sharing within the GSMA and support cross departmental initiatives. This might also include external relationships with business and research organisations related to utilities.




  • Some prior knowledge of our technologies and sectors: mobile networks, internet of things, mobile money, off grid energy, water or sanitation
  • Experience in one of following sectors: data analysis, international development, impact investing, BoP marketing, mobile money, start-ups


  • A graduate degree in International Development, Engineering or Business is preferred


  • Ability to assimilate quantitative data and provide meaningful analytical insights and convey complex findings in a succinct written manner
  • Excellent communicator: able to express complex technical, commercial or regulatory issues in plain language, without losing the important point
  • Comfortable managing relationships with various internal and external stakeholders, including C-level executives and dedicated entrepreneurs
  • A team player, being able to effectively connect together a wide group of internal GSMA interests and resources, to support their work
  • Self-organised individual with good attention to detail
  • Fluent and compelling written and oral communications skills, particularly in English
