The GSMA is looking to hire a “Senior Policy Manager” with an Asia Pacific remit and reporting into the "Head of Public Policy - APAC", part of the Public Policy Team in APAC. The Asia Pacific (APAC) region is driving the Global Mobile Sector representing over half of the world’s total mobile connections. The Policy Manager will work from the GSMA office in Hong Kong but also be available to travel frequently within the Asia Pacific region and at times outside the region.

The Senior Policy Manager will be a technically capable regulatory policy manager, comfortable in establishing relationships with different people. Operating on an international level yet intervening on country or sub-regional basis, he/she will be part of the team designing a policy strategy for intervention, be able to anticipate and react to policy and/or regulatory decisions that can impact the strategy. This role requires the ability to work on complex regulatory issues that may be of varying time durations, in a wide variety of circumstances.

The Senior Policy Manager will work closely with our Asia Pacific operator members, Associate members and with our London-based teams, providing insight, knowledge and analysis on the Asia Pacific mobile market. The Senior Policy Manager will also be required to support other GSMA initiatives. This may include Mobile World Congress, GSMA Mobile 360s or other industry initiatives.

 

Key Responsibilities

  • Broadly, this role entails engaging with relevant stakeholders and undertaking the co-ordination and analysis required to:
  • assist member operators that require regulatory and policy support;
  • engage with the different GSMA’s programmes centrally and in-country to ensure that the GSMA’s role has as much of an impact as possible in the country;
  • convey GSMA’s public policy and key messages within the region;
  • Monitoring mobile industry developments & key regulatory decisions within the region and providing appropriate analysis on the same;
  • Prepare research papers, presentation materials, information bulletins, reports and other ad hoc briefing materials, as required;
  • Actively liaise and work with GSMA staff experts and/or program officers to ensure that appropriate assistance and resources are provided to members within the region, as and when required;
  • Assist to facilitate the implementation of GSMA’s broad stakeholder engagement plans and/or programs for the region;
  • Actively engaging with relevant member operators and stakeholders at the national and regional levels with the aim of ensuring that GSMA key messages are conveyed and playing a positive role in shaping regulatory and industry developments within the region; and
  • Other ad-hoc activities to support the GSMA APAC and G&RA team, as required.

 

Role Criteria

  • At least 8 – 10 years of working experience, and industry knowledge of the mobile industry would be required;
  • Ability to adapt to different cultures and to work with cross-functional and multi-disciplinary teams is important;
  • Previous exposure and government relations experience in APAC region will be a strong asset;
  • Smart, collaborative, outcome focused approach.  Strong analytical skills.  Able to quickly grasp new concepts and ideas in the public policy sphere, and to contribute actively to developments within the region;
  • Excellent communicator, able to express complex technical, commercial or regulatory issues in plain language, without losing the important points;
  • Good writing skills required and an ability to write reports, and contribute to policy papers relevant to the region;
  • Strong project management skills; ability to juggle multiple projects simultaneously and manage time effectively, sometimes working to tight deadlines; and
  • A team player, highly motivated to engage with all relevant stakeholders and be able to efficiently work with a wide group of internal GSMA interests and resources, to ensure that the GSMA initiatives for the region are effectively implemented.
