The GSMA is looking to hire a “Spectrum Policy & Regulatory Affairs Director” with an Asia Pacific remit and reporting into the "Head of Public Policy - APAC". The Asia Pacific (APAC) region is driving the Global Mobile Sector representing over half of the world’s total mobile connections. The Spectrum Policy & Regulatory Affairs Director will work from the GSMA office in Hong Kong but also be available to travel frequently within the Asia Pacific region and at times outside the region.

The Spectrum Policy & Regulatory Affairs Director will be a technically capable regulatory policy manager and very comfortable in quickly establishing relationships with a wide variety of people. Operating on an international level yet intervening on country or sub-regional basis, he/she will anticipate and react to spectrum related policy and/or regulatory decisions. This role requires the ability to work on highly complex regulatory issues that may be of varying time durations, in a wide variety of circumstances.

The Spectrum Policy & Regulatory Affairs Director will work closely with our Asia Pacific operator members, Associate members and with our London-based spectrum team. He/she will provide insight, knowledge and analysis on the Asia Pacific mobile market. He/she will be required to co-ordinate and prioritize requests as well as execute other Programme management and administrative tasks. From time to time, the Spectrum Policy & Regulatory Affairs Director will need to work more broadly with our wider regulatory team to support other GSMA initiatives. This may include Mobile World Congress, GSMA Mobile 360’s or other industry initiatives.


Key Responsibilities

  • Actively promote industry best practices on spectrum licensing before government and regulatory bodies
  • Establish GSMA as a thought leader on spectrum and related regulatory issues
  • Fact finding and reporting on spectrum related regulatory proposals across Asia Pacific
  • Reporting on the status of spectrum issues across Asia Pacific
  • Undertaking meetings with key regulatory personnel at regulatory authorities and/or Ministries of ICT
  • Coordinating spectrum policy positions with members in a market or across markets in the region
  • Drafting and reviewing consultation responses for spectrum-related regulatory and/or policy proposals
  • Travelling to attend regional and sub-regional events across Asia Pacific (APT, APG, AWG, ASEAN, SATRC etc.)
  • Organizing bilateral meetings and workshops in coordination with the GSMA marketing and events teams
  • Coordinating assignments with the Head of Public Policy – APAC, and the Head of Spectrum.

Specific Role Criteria

  • Proficiency in English – both verbal and written
  • Experience with ITU-R and/or APT process is a plus.
  • A strong understanding and experience in working with Asia Pacific Ministries and regulatory community
  • Specific knowledge of spectrum policy and practices in Asia Pacific, including some proficiency in and familiarity of technical spectrum issues
  • A strong intellect and structured approach, able to react, plan and intervene to solve specific issues at high speed
  • A very strong team-player and relationship builder
  • A good presenter and communicator.
  • A self-starter who is able to determine one’s own priorities.
  • Willingness to travel
