GSMA – Our role in the mobile industry

The GSMA is the global industry association that helps shape the future of the mobile industry. Our mission is to act as a guiding beacon for the mobile industry, focusing on activities where collective action can deliver significant benefit. Spanning 219 countries, the GSMA unites nearly 800 of the world's mobile operators, as well as more than 200 companies in the broader mobile ecosystem, including handset makers, software companies, equipment providers, Internet companies, and media and entertainment organisations.

The GSMA is focused on innovating, incubating and creating new opportunities for its membership, all with the end goal of driving the growth of the mobile communications industry.

The GSMA is also established as a major inter-industry resource, partnering with industries across the mobile ecosystem in order to enable growth through mobile technologies, programmes and frameworks.

We act as a “think tank” for the mobile community focusing on strategic and policy initiatives that will impact the direction of the industry.

Our organisation engages with a wide range of governments, regulators and NGOs (such as The World Bank, UN and philanthropic organisations such as the Bill & Melinda Gates Foundation) to advocate for the mobile industry and develop the social and economic value of mobile for countries, regions and continents.

We convene the mobile industry at our leading events such as Mobile World Congress Americas, Mobile World Congress Shanghai, Mobile World Congress 360 Series and the world leading Mobile World Congress in Barcelona.

GSMA – Public Policy and Regulation

The GSMA is looking for a Policy Director, with an initial focus on supporting the Internet of Things programme. Our advocacy team proactively leads the policy debate, representing the mobile industry to governments and regulators, as well as intergovernmental organisations and delivering a regulatory environment that maximizes development opportunities for mobile operators and long-term benefit for mobile users.

The Role

Reporting to the GSMA Head of Technology Policy, the Policy Director will initially be focused on the Internet of Things programme. The Internet of Things (IoT) segment is a significant new area of opportunity for the mobile industry. Exciting new global products and services are being developed, based on business models and partnerships that are very different from the traditional telecoms market.

The successful applicant will be responsible for defining the GSMA IoT Advocacy strategy and agenda, identifying priorities, developing project plans and leading their implementation, in close collaboration with members and governmental stakeholders around the world.  


  • Monitor policy and technology developments and their impact on mobile operators
  • Identify key policy and regulatory trends and impacts relevant to the IoT programme, working closely with members, external organisations and other GSMA departments
  • Develop and deliver a comprehensive IoT advocacy strategy, plan and content
  • Collaborate with other GSMA departments and regional offices to shape the IoT advocacy agenda and coordinate its implementation
  • Ensure the IoT advocacy strategy and agenda is complimentary to and coordinated with other programmes within the Government and Regulatory Affairs team
  • Lead a project team of experts and ensure delivery of high-quality results, often to challenging external deadlines
  • Work with members and other relevant private and public organisations to shape, execute and promote the advocacy agenda
  • Communicate the industry insight, positions and recommendations internally and externally through key events and platforms

Skills and Qualifications

  • With 8-10+ years experience in public policy
  • Network and experience in working/engaging with Ministries and telecom regulatory authorities
  • Experience leading policy and regulatory projects relating to traditional mobile services, as well as existing and new vertical industry sectors
  • Specific IoT experience would be beneficial, though not essential
  • Excellent communicator, able to present complex technical, regulatory issues in plain language, without losing the important points
  • The ability to influence and engage with a network of senior stakeholders, both inside and outside the organisation, and to develop effective and impactful collaborations
  • Ability to adapt to different cultures and to work with cross-functional and multi-disciplinary teams
  • Smart, collaborative, outcome focused
  • Passionate, energetic, creative and well-organised; able to work on simultaneous tasks with an eye for detail and high level of accuracy
