GSMA – Our role in the mobile industry

The GSMA is the global industry association that helps shape the future of the mobile industry. Our mission is to act as a guiding beacon for the mobile industry, focusing on activities where collective action can deliver significant benefit. In order to achieve this, the GSMA concentrates on four main activities:

  • We provide strategic direction and thought leadership to our members
  • We drive collaborative industry programmes aimed at maintaining operator relevance in the digital world
  • We advocate for the industry to regulators, policy makers and society as a whole
  • We convene the broad mobile communications ecosystem at our industry leading events


Spanning 219 countries, the GSMA unites nearly 800 of the world's mobile operators, as well as more than 200 companies in the broader mobile ecosystem, including handset makers, software companies, equipment providers, Internet companies, and media and entertainment organisations. The GSMA is focused on innovating, incubating and creating new opportunities for its membership, all with the end goal of driving the growth of the mobile communications industry.

The GSMA is also established as a major inter-industry resource, partnering with industries across the mobile ecosystem in order to enable growth through mobile technologies, programmes and frameworks.

We act as a “think tank” for the mobile community focusing on strategic and policy initiatives that will impact the direction of the industry.

Our organisation engages with a wide range of governments, regulators and NGOs (such as The World Bank, UN and philanthropic organisations such as the Bill & Melinda Gates Foundation) to advocate for the mobile industry and develop the social and economic value of mobile for countries, regions and continents.

We convene the mobile industry at our leading events such as Mobile World Congress Americas, Mobile World Congress Shanghai, Mobile World Congress 360 Series and the world leading Mobile World Congress in Barcelona.

GSMA – Sub-Saharan Africa & Public Policy

The GSMA has a strong and growing presence in the Sub-Saharan Africa region, with a multi-disciplinary team of 25 staff spread across the region. Among the GSMA’s key activities in the region are public policy engagements, Mobile for Development (M4D) initiatives, management of regional interest groups and member services.

The GSMA's Public Policy department has as its mission to advance policy and regulation that enables a safe, sustainable and innovative mobile sector for all.

Mobile technologies enhance the lives of billions of people, providing them with an unprecedented ability to communicate and express themselves, access information, conduct business, and take advantage of useful and entertaining apps and services wherever they are.

While market forces drive the industry, governments shape the mobile economy by setting the policies and regulations that, ideally, will deliver the best results and consumer protections to citizens. The GSMA engages with policymakers and regulators to advance policy discourse, contribute market research and analysis, and convey the perspectives of the mobile industry across the wide range of issues that surround the digital economy and society.

What is agreed by all parties is that a healthy, competitive and sustainable mobile sector is needed to deliver the full potential of the digital society to people everywhere.


The Role

Key responsibilities:

Reporting to the GSMA Head of Sub Saharan Africa, the Head of Policy will have the following responsibilities: 

  • Champion the GSMA's policy and regulatory activities in Sub-Saharan Africa, representing the interests of the mobile industry with African Governments, regulators and sub-regional organisations
  • Proactively engage with industry players and senior policymakers to promote industry positions and secure an enabling policy environment conducive of growth and investment
  • Think strategically and tactically about the range of public policy and regulatory issues, and help design and deliver new initiatives regional level in conjunction with HQ
  • Position the GSMA as a thought leader in Africa on policy and regulatory issues impacting the mobile industry
  • Deliver against HQ set Public Policy programme KPIs (Spectrum, Regulatory Modernisation)
  • Manage the GSMA Africa policy team
  • Work in close cooperation with GSMA members in the region, including regional Chief Regulatory Officers
  • Represent GSMA Africa at relevant conferences, workshops, national/regional events
  • Maintain clear communication and actively liaise with the GSMA London advocacy team


Criteria for selection

Competencies, skills & experience:

  • Significant experience in public policy, campaigns development and a proven track record of ability to influence policymakers
  • Established network and ability to engage African Governments and telecoms regulatory authorities, thought leaders, at the highest levels
  • Expertise of policy and regulatory issues affecting the mobile sector (including, spectrum, competition, privacy and security, taxation, etc)
  • Excellent communicator, able to present complex technical, regulatory issues in plain language, without losing the important points
  • Fluent in English and French, both oral and written
  • Ability to adapt to different cultures and to work with cross-functional and multi-disciplinary teams
  • Smart, collaborative, outcome focused
  • Passionate, creative and well-organised; able to work on simultaneous tasks
  • Frequent travels in Sub Saharan Africa required, in particular in West Francophone Africa
